Advocating for climate action

Tipperary County Council has delivered strongly for climate action across its service areas over 2025. This is in line with the vision of the Tipperary Local Authority Climate Action Plan 2024 – 2029 (LACAP). The LACAP sets out a detailed vision, actions and targets for climate action, and this second annual Progress Report reflects the implementation period of January 2025 to December 2025.

The LACAP guides how the council is both reducing fossil fuel use and dependency, and increasing energy efficiency across its properties, facilities and fleet, and also how the council through its service delivery, is actively influencing, facilitating and advocating for climate action across economic and social sectors, and communities.

Eamon Lonergan, Director of Services for Environment and Climate Action, said: “Good progress has been made by Tipperary County Council in meeting our emissions reductions and energy efficiency obligations, however, there is still a lot of work to be done in moving towards 2030 and onwards to carbon neutrality by 2050.”

The report illustrates how both simple and complex climate action has become embedded across council departments, with exemplary diversity and innovation on display. Also highlighted, is the cross-departmental approach and how leadership by Tipperary County Council is helping both council staff, and our community and enterprise partners to positively mitigate against climate change and to adapt to its effects.

The report is set out in eight easy to read sections, including sections on how the organisation is meeting its own emissions targets and is supporting its 1,300 staff to take climate action. Section eight sets out 20 ‘case studies’ illustrating climate action through day-to-day service delivery.

Clare Lee, Climate Action Co-ordinator for Tipperary County Council, said: “Tipperary County Council is a member of the EU Missions for Climate Adaptation and has demonstrated ambition and commitment at both National and EU levels to climate change mitigation and adaptation.”

Cathaoirleach of Tipperary County Council, Cllr John Carroll, added: “It is a matter of great pride for me to see that Tipperary County Council has demonstrated leadership in climate action as illustrated by the deeply embedded and cross-departmental approach to climate action and community outreach.”

The Progress Report was noted by the members of Tipperary County Council at the Tipperary County Council Plenary Meeting on April 13.
