Feasibility study for Grants Hotel in Roscrea

The Department of Rural and Community Development provided funding for Tipperary County Council to commission a detailed feasibility study for Grants Hotel Roscrea with all potential and relevant design, planning and ancillary requirements.

This study is based on a collaborative approach with the local community and stakeholders and sought to advance the spirit of Our Rural Future and the national Town Centre First Policy and in particular referencing the work done on the Town Centre First Plan for Roscrea.

The team engaged widely with stakeholders and the community and identified a number of objectives which development of the site could satisfy. These objectives sought to:

- Boost tourism activity within the town;

- Increase footfall and dwell time within the town centre;

- Cater for the local community & provide employment opportunities;

- Facilitate a complementary mix of uses across the site;

- Stimulate the night-time economy within Roscrea;

- Celebrate and re-connect with the heritage of the site;

- Utilise the site’s location to create linkages between key heritage assets of the town;

- Explore opportunities for town centre living;

- Explore opportunities for placemaking and improved public realm

This extensive report is the result of a lot of detailed and forensic research in the site in its current form and how this can be adapted to meet the needs of the local community with a particular focus on the need for a functioning hotel in the town of Roscrea.

The study identifies a number of opportunities and outlines in detail the costs involved in the construction and operation of a hotel as well as looking at proposed revenue models which would allow for these running costs to be met. The study outlines three separate scenarios to demonstrate the potential for the site, all of these scenarios are adaptable and changeable to varying sizes of business models.

Now that the study is complete the next step in this process is for the completed study to be sent to the Department of Rural and Community Development and the wider public for consideration. It is likely that further developments will include a consultation with relevant stakeholders as to how best to reactivate this site for the benefit of the town of Roscrea and the surrounding area.
