Green light for major development at Birdhill (07/11/2009)
By Simon O’Duffy An Bord Pleanála has overturned a local planning authority decision in favour of a major mixed use development planned for Birdhill. Last week the planning appeals board granted conditional permission to Rinn Construction Ltd to build 47 residential dwellings, a retail unit and office accommodation on a site behind Cooper’s pub in the village. The development plan also involves creating a new vehicular entrance to the site from the Newport road, an adjacent pedestrian crossing connecting with a new footpath linking with the existing village park, and extensive sewerage works, among other features. The proposed residential dwellings are to be spread between apartment blocks, semi-detached, terraced and detached dwellings. Rinn Construction had originally planned to build 51 residential units on the site, in what remains one of the biggest single development applications prepared for the N7 village. North Tipperary Co Council last year refused planning permission for the development, though the council’s decision was appealed to An Bord Pleanála, which signed approval for the Birdhill scheme last Friday. In granting permission to the company, the board also overruled the recommendation of its own inspector, who raised concerns relating to drainage and flooding issues. The board concluded that additional proposals, submitted by Nenagh-based architect Darragh Quinn on behalf of the developers, suitably addressed these concerns. The board granted permission subject to 17 conditions, including provisos that the developers complete landscaping, internal road network and public lighting works to the satisfaction of the local planning authority. All service cables associated with the proposed development, including electrical, communal television, telephone and public lighting cables, are to be run underground within the site. The developers are also instructed to provide ducting to facilitate the provision of broadband infrastructure within the development. The board also requires the developers to enter into written agreement with the planning authority in relation to the provision of social and affordable housing in accordance with the Planning and Development Act 2000. Furthermore, Rinn Construction is instructed to lodge with the council a bond to secure satisfactory completion of the development. The developers must in addition pay the planning authority a financial contribution for use of public infrastructure and facilities in accordance with the Development Contributions Scheme. |
