Permission granted for new housing development in Nenagh

     Nenagh Construction Company Ltd has been granted conditional planning permission for another 27 houses at Springfort Meadows, where the developers say houses are selling despite the current economic climate.
   The local company has received permission to build 16 two-storey semidetached dwellings, five two-storey detached dwellings and six twostorey dormer semidetached dwellings at   Springfort Meadows, located just off the Limerick Road at Shesheraghkeale. The estate is presently home to some 97 dwellings.
   Making a submission on Nenagh Construction’s plans for the new development last October, local representative Cllr Seamus Morris (SF) expressed concern at the developers’ attempt to renew planning for the houses in a different economic climate. He said residents of Springfort Meadows feared the development would be carried out in a “piecemeal” fashion and that it would “drag on as each house is sold.”
   Cllr Morris asked Nenagh Town Council to guard against such an outcome in dealing with Nenagh Construction’s planning application. He also informed the local planning authority that residents wanted to see a new   green area developed for their children.
   However in subsequent correspondence with the council, Nenagh Construction said 92 of the 97 dwellings in Springfort Meadows dwellings were occupied with a further two to be occupied once their respective sales closed last   December.
   “Springfort Meadows has proved to be a very popular choice for purchasers this year despite the present difficult economic situation with 11 no. contracted sales for the development this year alone,” the developers wrote to the council towards the end of last year.
   “We would envisage that this strong interest in the development would continue into next year and we would envisage that the development be fully completed by the end of 2011.”
   Nenagh Construction furnished the council with a three-phase schedule for completing the development by December 2011, and expected that the first phase would be complete by September of this year.   The developers stated that once construction starts on any of the dwellings, completion would be reached within six to eight months as all site works and services are already onsite.
   Nenagh Town Council granted planning permission for the development subject to 15 conditions, including a stipulation that the development must be   constructed in accordance with the phasing plan, and that all roads, footpaths, landscaping, play areas, public lighting and utilities within each phase be complete prior to commencement of the next phase.
   The local authority also requires that each housing site have a permeable hard surface area suitable for parking at least two cars, and that these areas shall not be used for any other purpose.
   Nenagh Construction is furthermore required to enter into an agreement for the provision of social and affordable housing in accordance with Part V of the Planning & Development Act 2000.  
   The developers must also lodge with the council a bond in the sum of €297,000 to secure completion and maintenance of the estate, and an additional development contribution of €188,271 in respect of public infrastructure and facilities benefiting the development.
   The council also notes that if the development is not carried out within five years the planning permission will cease to have effect.
